He's in the Bone Fields or whatever. Can't remember the exact name.
He can be pretty difficult though. I used Aveline to tank, Anders to heal, Hawke(two handed warrior) to offtank and dps, and Isabela as my main DPS.
If you control who he hits it is a pretty easy fight. Just make sure he's hitting your tank, and keep everyone up with Anders. It's a long fight, just be patient. Don't overdue it.
Also he will occasionally go out of reach for melee and spawn some smaller dragons and some bigger ones. Use whatever Area of Effect damage spells you have(spells that hit everything in a targeted area) and focus fire the bigger dragons down quick. When he stops spawning the dragons you can range him down with Anders or whatever ranged character you have, until he drops down and starts phase 1 again.
He drops a lot of loot, and you get an achievement for killing him.Where is the high dragon in Dragon Age 2?
After you become champion, the high dragon can be found as the boss of the Mine Massacre quest which is begun from the writing desk at your estate. Make sure to bring lots of Elf root/restore potions as you will most likely tap out of health potions before the halfway point and healing spells don't quite cool fast enough to keep you alive. Only reason I survived is that I had Anders, and my Hawke is a master spirit healer as well.
